18. His misfortune was that

there

was a coincidence in the

time of his report

on

the quality of

Robin's cement and his application for samples of clinker, but

have clearly shown that the one had nothing to do with the other — the

report

was made bona

fide

and a local

idea that even

without the slightest

if Robin's cement were rejected, cement would be substituted, for

local cement was

a question of

the

substitution

in future; it was not known then

whether the local

materials would

make

good cement; and, as a

matter of

fact, it had not

been

known

full well;

moreover

he knew that

that question had not yet

been determined. All this

even under the most favourable

circumstances the

Company

could not

possibly compete with the home cement until long after the Salt Water

works would

be

completed.

We therefore beg to report that all the facts of the

case have

been considered, and

we

are

of opinion that van Orange

acted conscientiously in

reporting

as he did

on

the quality of the cement, and

that there

are no
